Who we are

Filling the gaps our young people can't afford to fall into.

JayRose Enrichment gives youth the self-empowering learning tools schools don't always have room for, and gives their families the resources to keep that growth going at home. We focus on under-resourced youth and children in foster care, because the young people with the least support are often the ones with the most to give.

Two people who refused to accept the odds.

JayRose Enrichment was built by two founders who have spent their lives around young people — and who know exactly what it costs a child to be overlooked.

Vinnie Evette Legg

Founder & Chief Executive Officer

Vinnie Evette Legg founded JayRose Enrichment and serves as its Chief Executive Officer. She was born in Chicago and raised in Cabrini-Green — where she learned early what it costs a child to be overlooked, and what one adult who refuses to overlook them can undo.

She brings twenty-nine years of experience in the financial industry, a bachelor’s degree in business with a minor in finance, and FINRA Series 6 and Series 63 licenses — the credentials behind F.R.E.E., the wealth-building and financial literacy curriculum she authored. She led the organization’s formation and 501(c)(3) process, developed the signature program framework, built the brand identity and established JayRose’s community partnerships. She also serves on the board of Share In The Joy.

JayRose Enrichment is named in loving memory of her son, Jermaine Roosevelt Mayfield.

Jackie Means, M.A.

Founder & Executive Director

Jackie Means is the Founder and Executive Director of JayRose Enrichment. Born in St. Louis and raised primarily in East St. Louis, she was influenced by a strong network of educators and mentors who instilled in her the importance of nurturing, supporting and listening attentively to young people. Since the age of twelve, Jackie has been dedicated to serving youth in a variety of capacities, creating environments in which they feel heard, valued and empowered to reach their full potential. Through JayRose Enrichment she continues this commitment by equipping young people with the tools, guidance and support necessary to excel, thrive and confidently shape their futures.

She holds a master’s degree in organizational leadership alongside degrees in leisure services and human resources administration. Across her career she has directed community development and partnerships at Girl Scouts of Minneapolis and St. Paul, River Valleys, the Boys & Girls Club, the YMCA and Big Brothers Big Sisters.

As Director of Community Partnerships for Girl Scouts, she established a first-of-its-kind department focused on engaging underserved communities and girls of color. By building partnerships within Hmong, Native American, Latino, African American and Muslim communities, she expanded programming to serve more than 5,000 youth. Her innovative outreach model was adopted by other Girl Scout councils as a best practice for increasing access and inclusion, and has become a staple strategy for reaching and serving all girls, especially those from underserved populations.

She co-developed a mental health and wellness program that has served 7,000 youth across more than 30 Nevada schools. At JayRose she leads program creation and development, marketing and community partnerships. Emotional wellness and leadership are the programs closest to her.

Every program is free to families. Participants may enter through any one of them, and no pathway is designed to stand alone — a student who starts in D.R.E.A.M. may finish in F.R.E.E.

Signature Program 01

D.R.E.A.M. Builders Academy

An invention, technology, creativity and future-readiness academy where youth turn imagination into tangible work.

D.R.E.A.M. Builders Academy is more than tutoring. It is a place where young people investigate problems, experiment with ideas, learn modern tools, build prototypes, tell stories, create businesses and start to see themselves as inventors, designers, engineers, artists and entrepreneurs.

FutureReady Leadership

A youth-and-adult leadership institute that helps every participant find the leader within, even when current roles or circumstances do not reflect it.

Leadership is a practice, not a title. FutureReady builds it from the inside out — in how a student handles conflict, how a parent advocates for a family, how an employee speaks to a team, and how a person keeps moving when life does not yet look like the future they want.

A career-readiness and employment-support hub that prepares people to obtain, maintain and advance in meaningful work.

In June 2026 the Las Vegas metro reported 64,070 unemployed residents, and 92% of jobs now require digital skills. The local challenge is not only job openings — it is access, current skills, guidance, confidence, employer connections and support that continues after the first day.

A coordinated family-support and resource-navigation program with a warm, personal approach.

F.A.M.I.L.Y.Families Accessing Mentorship, Information, Life Skills & Youth Support

F.A.M.I.L.Y. Connect helps households navigate education, employment, housing, transportation, childcare, benefits, technology and wellness services. We listen to the family’s own story, identify priorities, build a plan, make warm referrals, then follow up — so nobody has to repeat their situation to five different offices.

B.L.O.O.M. Wellness & Resilience Circle

A welcoming social-emotional wellness program that helps youth, adults and families build resilience, healthy coping and belonging.

B.L.O.O.M. creates safe, nonclinical spaces where participants can name emotions, understand stress, resolve conflict and practise tools that carry them through difficult seasons. Every participant receives the companion workbook, Louder Than Doubt, which structures the work between sessions.

C.R.E.A.T.E. Enterprise & Financial Literacy Lab

An entrepreneurship, innovation and financial-literacy program that helps youth and adults turn ideas into responsible economic opportunity.

A good idea needs research, numbers, testing, communication and ethical decision-making. C.R.E.A.T.E. teaches all five — and teaches financial literacy as something useful whether a participant becomes an entrepreneur, an employee, a student, a caregiver or a community leader.

S.E.R.V.E. Community Action Network

A structured community-service and volunteer network that helps residents, businesses and organizations work together around visible needs.

S.E.R.V.E. is our year-round community-action arm. It helps partners define a need, recruits the right volunteers, prepares them to serve safely, coordinates supplies and scheduling, documents hours and outcomes, recognizes contribution and invites volunteers back.

A scholarship and barrier-removal program that combines financial assistance with mentoring, planning and continued support.

Talent and effort can still be blocked by tuition, testing fees, books, technology, transportation, professional clothing or family circumstances. R.I.S.E. provides transparent assistance while surrounding recipients with planning, relationships and accountability — because a scholarship opens the door, and support is what gets them through it.

A wealth-building and financial-independence pathway for youth, adults and whole families. Financial independence is built, not inherited.

F.R.E.E. begins where budgeting ends. Most financial programs stop at making it to the next paycheck; F.R.E.E. asks the next question — what happens when money is no longer spent the moment it arrives? It is deliberately intergenerational, so financial knowledge moves through a household rather than stopping with one person.

Why larger gifts go through email

Online card processing takes roughly 2.2% plus 30¢ out of every gift. On a $5,000 donation that is more than $100 that never reaches a young person. For gifts of $1,000 and above we will send you details for a check or bank transfer instead, so the full amount arrives. It takes one email and about a day.
